Tool type: Paint
Tool name: Color Variation
Tool icon: Color-pick a color, toggle on Color Variation and it will use a palette that has similar (yet still different, might I add) colors.
Tool short description:
Variate selected color while painting
Tool action on Left click:
Paints a color that has variations.
Very useful for detailing!
Tool action on Right click:
(Like the normal pencil tool,) deletes voxels.
OR
Paints only the color specifically selected.

This is an interesting idea. The only problem I see is how much variation the color should get.
And would that new tool be like the classic "Pen" one? Or should it be like an option which could be applied to any paint/voxel tool?
I though that this may be implemented with a special character in the color hexa code.
For example: "#FF0000" is red and "#F?0000" would be a little random variation of red and "#??0000" would be total random red...
Not sure if this would be a nice and easy to understand implementation and would still be a bit limited.

Yes, like I said, this color variation tool would be nearly the same as the pen/pencil that allows you to draw the voxels and models.
I wouldn't see why you couldn't put it on any paint/voxel tool, and as far as I can see, your idea of implementation makes color variation nearly widespread to each and every paint/voxel tool.

A new "Noise" tool is added to 2.8. It is basically like the fill bucket tool but is filling with color random shades
