My Model not showing up on the item its supposed to be in!

So i made a grenade for my server that i work for, and the item that i tried to place it with is kinda tricky because its the firework charge, for those who dont know, the firework charge has 2 layers, "fireworks_charge_overlay.png" & "fireworks_charge.png" but i want to make it into a model (.json) and its not working, the resource pack can be downloaded here (it is copyrighted so dont take any the assets from it and use it.)

you'll need to rename your model file to right model file to replace a vanilla existing one or edit blockstate file to point to your model file if the model you want to replace is a block
