About Dynamic IP's [Solved]

Hello, I want to ask a question to you. Does dynamic IP's get caught to your multi-account(It's something different than multi-accounting but I couldn't find the right word.) system? I've searched the forum and figured out people getting banned and they pretending they are not sharing their accounts. No one knows they are lying or not but if you didn't consider the dynamic IP's that would be a big problem. Thanks in advance.
