UV is to small for my texture. PLEASE HELP ASAP.

I am working on a model that requires a 64x32 or larger texture but when I try to uv map this texture to the model I't always scales by 2 pixels of the image rather than 1 pixel meaning I can't map any parts of the model only 1 pixel wide or high. Why this this happening and how can I fix it. I need to fix it ASAP.
