Function action details:
When you click the icon, all selected elements would generate an outline. if no elements selected then ask with a popup menu to select elements.

This would be helpful for distinguishing different elements in external texture editors.

Why you just don't recolor the selected elements?
Maybe a fast "color selected elements" would be as useful (and faster) as an outline?
