Rotating an Element at a Specific Angle

Currently I've been working on new models for Minecraft's ferns that forego the X shaped models for more of a radial design; however, it seems I can only rotate an element every 22.5°s. Is there anyway to set an exact preferred angle of my rotation or is this just a restriction I have to deal with?

Additionally why can't I rotate on multiple axes at the same time?

Minecraft itself doesn't allow any other rotation besides 22.5 and 45. It also restricts multiple axis rotation.

So, yes, sadly it's just something you have to live with.
